A Cummins ISX turbocharger is a Holset in every generation, but which Holset depends on when the engine was built. The HE400VG, HE451VE and HE561VE are the three variable geometry turbos most ISX owners deal with today, and the older HE551V is still on many 2003 to 2007 trucks. They do not interchange, and their actuators are not the same. This guide sorts them by engine generation, explains how they differ, lists the failure symptoms, and covers the new, remanufactured and rebuild options at PT Turbo.
Cummins ISX Turbochargers by Engine Generation
| ISX generation | Turbocharger | How boost is controlled |
|---|---|---|
| ISX and Signature before EGR (to 2002) | Holset HX55W or HX60W | Fixed geometry with a wastegate |
| EGR ISX, 2003 to 2007 (CM870 controls) | Holset HE551V | Variable geometry, air-operated actuator |
| 2007 emissions ISX, to 2010 (CM871 controls) | Holset HE561VE; HE551VE on some engines | Variable geometry, electronic actuator |
| ISX15 from 2010 (CM2250 and CM2350 controls) and X15 | Holset HE451VE or HE400VG | Variable geometry, electronic actuator |
The years are a guide, not a rule. Cummins changed turbos within a generation, and replacement numbers have been superseded more than once: the HE500VG, for example, is a later Holset model supplied as the replacement for several earlier ISX turbos. The part number on the turbo tag and the engine serial number decide what fits. A fuller look at the common faults is in our Cummins ISX turbocharger problems guide.
What the Variable Geometry Versions Share
All of the VGT versions work the same way. Holset uses a sliding nozzle: a ring that carries a set of fixed vanes slides in and out of the exhaust passage in the turbine housing. With the passage narrowed, the exhaust speeds up and the turbo builds boost at low engine speed. With it open, the turbo flows freely at full load. The same mechanism raises exhaust pressure to drive EGR flow and gives the engine brake its holding power, which is why a nozzle fault shows up as weak braking as well as low power.
The difference between the generations is in what moves the ring. On the HE551V of the 2003 to 2007 engines it is an air actuator: the engine computer switches a control valve that meters truck air to it. From the 2007 emissions engines on, the VE and VG models carry an electronic actuator bolted to the turbo, which reports its position back to the engine computer and has to be calibrated after it is fitted.
HE561VE: the 2007 Emissions Engines
The HE561VE is the turbo of most ISX engines built for the 2007 emissions standard, the first ISX generation with a particulate filter. It is the largest of the three, with an electronic actuator. PT Turbo’s own remanufactured unit is the HE561VE 4309076RX. Some engines of this generation carry an HE551VE instead, and Cummins has since replaced several of these numbers with the HE500VG, so a replacement may arrive with a different model name on the tag than the turbo that came off.
HE451VE: ISX15 from 2010
The HE451VE is fitted to ISX15 engines of the 2010 emissions generation, the engines that added SCR and DEF. It is a smaller frame than the HE561VE with the same sliding nozzle and an electronic actuator. PT Turbo lists it new and remanufactured, including our own HE451VE 2882109RX, which is supplied without the actuator.
HE400VG: Later ISX15 and X15
The HE400VG is the turbo of later ISX15 engines and of the X15 that followed. It looks much like the HE451VE and does the same job, but the compressor cover and the actuator are different, and one does not replace the other. If the tag is unreadable, the engine serial number settles which of the two the engine was built with. PT Turbo’s remanufactured unit is the HE400VG 5459711RX.
Failure Symptoms by Severity
| Severity | Symptoms | Likely cause |
|---|---|---|
| Early | Occasional low-boost code, slower response, weaker engine brake | Soot building up on the nozzle ring, a boost leak |
| Moderate | Active VGT fault codes, derate, black smoke, surging boost | Sticking nozzle ring, failing actuator, EGR fault |
| Severe | Oil in the charge pipes, whine or grinding, blue smoke, no boost | Bearing failure, shaft play, wheel contact with the housing |
On these turbos the nozzle and its actuator usually give trouble before the bearings do. Soot and carbon collect on the sliding ring, it starts to drag, and the actuator can no longer put it where the engine asks. Our page on VGT turbo problems describes the pattern.
Actuator or Turbo?
- Command the actuator through its travel with the diagnostic tool. If it stalls or reports a position it has not reached, the actuator or the nozzle is at fault.
- With the actuator off, move the nozzle linkage by hand. It should travel smoothly from stop to stop. If it binds, the nozzle is carboned and a new actuator will fail against it.
- On a 2003 to 2007 engine, check the air side. The control valve needs full supply air and the line to the actuator must not leak.
- Check the shaft and the wheels. Play you can feel in and out, contact marks on a wheel or oil in the compressor housing mean the turbo itself needs a rebuild or replacement.
An electronic actuator has to match the turbo part number and be calibrated to it after fitting. PT Turbo lists them separately, for example the HE400VG actuator 6382093H and the Holset actuator 6378270H.
New, Remanufactured or Rebuild
| Option | Price at PT Turbo | Best for |
|---|---|---|
| New Holset | $3,131 to $13,412 (42 listings) | Trucks that cannot wait, or cores too damaged to rebuild |
| Remanufactured | $2,249 to $10,903 (17 listings), including a refundable core deposit | Trucks with a rebuildable core to send back |
| Rebuild of your own turbo | $900 for the HE451VE, $1,100 for the HE551V (price list) | Sound housings and wheels with worn bearings, seals or a stuck nozzle |
Prices are read from the live catalog and the shop price list. For a rebuild, our turbocharger rebuild service inspects the core and confirms the price before any work starts. Every rebuild is VSR balanced and carries a 12-month unlimited-mileage warranty, and turnaround is 3 to 5 business days after inspection. Remanufactured turbochargers in stock are listed in the store.
Installation Notes
- Find the cause first. A leaking EGR cooler, a restricted oil feed line or a failed air filter will damage the next turbo the same way.
- Use new gaskets and seals. Installation kits are listed by turbo model: send us the number on your turbo and we will match the kit.
- Clean the charge pipes and the charge air cooler if the old turbo passed oil or metal.
- Prime the turbo with clean engine oil before the first start.
- Calibrate an electronic actuator with the diagnostic tool and confirm the nozzle reaches its commanded positions.
Not sure which unit you have? Contact PT Turbo with the engine serial number and the number on the turbo tag and we will match it before you order.

Frequently Asked Questions
What is the difference between the HE400VG, HE451VE, and HE561VE turbos?
All three are Holset variable geometry turbochargers with an electronic actuator for the Cummins ISX. The HE561VE belongs to the 2007 emissions engines. The HE451VE and the HE400VG belong to the ISX15 from 2010 and the X15; they look alike but have different compressor covers and actuators and do not interchange.
Will an HE451VE turbo fit a Cummins ISX15 engine?
Only if the engine was built with one. ISX15 engines from 2010 carry either the HE451VE or the HE400VG, and the two do not replace each other. Go by the part number on the turbo tag or the engine serial number.
Why does it matter which Cummins ISX turbo I have?
Because the turbos and their actuators are matched. A 2003 to 2007 ISX has an HE551V with an air-operated actuator; later engines have electronic actuators that are calibrated to one turbo part number. The wrong turbo or actuator sets fault codes even when it bolts on.
